Line a baking sheet with a piece of wax paper. This gives you a place to put the dipped cookies allowing them to harden before consuming.
In a small microwaveable bowl (microwave safe dish), melt the white candy melts in the microwave. Melt in 30 second intervals at 50% power. Stir between each interval. This will take 4-5 minutes. Be careful not to burn the candy melts.
Dip each Nutter Butter into the white candy covering approximately 70-75% of the cookie. This will leave the bottom of the cookie exposed. Let the excess chocolate drip off, and tap the cookie lightly on the side of the bowl if it's stubborn.
While the candy melts are still wet, press 2 candy eyeballs and 1 chocolate chip mouth into the white candy to make the ghost face.
Place the dipped cookie onto the cookie sheets and let set for 5-10 minutes.
