Is this homemade potpourri edible?

Technically, yes. It is made with all edible ingredients but it may not taste very good.

Can I put the ingredients in a jar for gifting?

Yes. You can totally put ingredients into a jar. However, I recommend not putting the water in a jar and try using dried rosemary unless you plan to give it as a gift within 24-48 hours of using fresh rosemary.
